Jaesica Chandan
Senior Associate

I apply behavioral science and data-driven research to help governments and organizations design policies and programs that create meaningful, lasting change. At Busara, I work with research teams to translate insights into practical strategies for improving governance and service delivery. I focus on understanding the mindsets and behaviors of decision-makers, identifying behavioral barriers, and grounding interventions in local realities to bridge the gap between policy and implementation.

Previously, I worked with governments and nonprofits across South Asia and Africa, contributing to impact evaluations, strategy development, and policy research. My work has explored how public officials’ attitudes shape frontline delivery, how administrative data systems can be made more reliable, and how behavioral insights can enhance large-scale education and social protection programs. I have collaborated with organizations such as STIR Education, New Globe, and CEGIS, using mixed-methods approaches to evaluate and strengthen public systems.

I hold a Master’s in Public Policy from Central European University, a Bachelor’s in Economics from Delhi University, and a postgraduate diploma from the Young India Fellowship at Ashoka University. My experience spans sectors and geographies, but is rooted in a consistent commitment to equitable systems, inclusive development, and context-aware problem-solving.
