Biography
Brenda Ogutu
Associate Engagement Director – BeGov

I am passionate about transforming how people interact with their natural and built urban environments through behavior change mechanisms and human-centered design and also influencing citizen engagement in public policy development, empowering individuals to take charge of their lives and enhance their living standards. 

5 years and 15+ projects later (full time and supporting roles), I have been part of health, education, environment, financial inclusion, agriculture, governance and energy sector projects. 

In collaboration with varied project teams, I have 1) developed user journeys, segmented populations and/or scoped different areas of interest for domestic workers and their employers, women savings groups, community development groups, plastic consumers, Ugandan citizens, Somaliland taxpayers, East African citizens (Kenya, Uganda, Tanzania), students, agricultural insurance (Rwanda) and health workers 2) developed behavioral interventions to tackle highlighted barriers for domestic workers and their employers, community development groups and teachers, 3) tested the interventions for community development groups and also 4) measured the impact (and potential impact) of programs or products for SHOFCO and UNDP/TED

Currently I am the project supervisor (managing the project leads, ensuring project implementation, and ensuring quality across all projects) on: 

  1. Community Messaging and Civic Participation (Phase 3 and 4): The overall goal of CMCP 4 is to bridge the gap between applied behavioral science research and civil society practitioners’ strategies and interventions for better citizen engagement outcomes. 

This is a multifaceted project covering 3 countries with 3 themes for each and will be carried out over a period of 3 years.

  1. Moral Foundations Theory: Understanding East Africans’ moral decision making processes in order to come up with effective ways that CSOs can communicate with different citizen profiles. We are currently in the testing phase in Kenya. 

FCAP Spark Microgrants: This three-phased study (understanding, design and testing) is expected to provide valuable insights that will be used to develop effective strategies for promoting community driven development in Rwanda, Uganda and beyond.

My background is in Urban planning which I have a Masters in from the University of California, Berkeley, USA. Before this and before Busara, I was part of different teams that successfully drafted development and master plans, including the Mukuru Health Impact Assessment (at the Institute of Urban and Regional Development), Lamu County Spatial plan (at Urban and Regional Planning firm), and the University of Nairobi Master Plan (at the University of Nairobi). Both my professional and educational backgrounds led me to Busara where I continually seek to contribute to the elimination of poverty and the betterment of developing countries.
